Last month Railway Minister Piyush goyal ji said, "No dloco will be allowed to enter National Capital Region area wef 30 Oct 19. That means no dloco will enter beyond sonipat, baghpat road and meerut from north side, beyond rohtak from west side, beyond alwar and mathura from south side and beyond aligarh from east side wef 30 Oct 2019."
If same government comes to power and if its not an only-election statement, then which section can be a headache for this?
As temporary unconventional loco changing points have to be created...

In my view, if kasganj -farrukhabad -shikohabad line not gets completely electrified, then dloco has to be changed at aligarh/ tundla.
Similarly, tapri- shamli- noli (delhi shahdara) electrification is to be speeded up.
