I think government really wishes to side step the main issue. They think fully air conditioning trains and forcing pax to travel in AC coaches will improve IR's image. Why would a passenger who daily lives his/her life in non AC surroundings be forced to shell so much for single journey of some hours just because IR artificially imposed limits on non AC rakes?
They think that making the system completely AC will reflect well on them. It doesn't work like that. When a country develops and the people actually start demanding...

Railways can't run trains on time, the average speeds of trains are falling, doubling and tripling of tracks is at a nadir, unprofitable branch lines have been abandoned[NG ones which weren't converted] and they don't have a solution for accidents.

They believe that making all trains air-conditioned and pushing passengers to travel in AC coaches will enhance the image of Indian Railways. But why should someone used to non-AC conditions daily have to spend a lot for just a few hours of travel because IR set limits on non-AC coaches?
They reckon that going all-AC will make them look good. It doesn't work that way. When a country grows and people start demanding better services, then it makes sense. You can't introduce Shinkansen trains, charge a premium for them, and then expect them to work in an underdeveloped area.
Railways are having trouble sticking to schedules, train speeds are dropping, track improvements are at an all-time low, unprofitable branch lines are being abandoned, and they haven't figured out how to prevent accidents.

Unhe lagta hai ki poora AC train bana dena aur passenger ko AC coaches mein safar karne par majboor karna, IR ki izzat ko sudhrega. Par kyun kisi passenger ko jo roz apna jeevan non AC mahaul mein bitata hai, usse itna zyada paise dene ko majboor kiya jaye sirf kuch ghanton ke safar ke liye kyunki IR ne artificially non AC rakes par seemayein lagayi hain?
Unhe lagta hai ki puri tarah se AC hone se unki image acchi banegi. Aisa nahi hota. Jab ek desh vikasit hota hai aur log sach mein suvidhayein demand karte hain, tab ye kaam karta hai. Tum Shinkansen trains develop nahi kar sakte, unke liye premium charge kar sakte ho aur fir kah sakte ho, underdeveloped area mein system install karo.
Railways time par trains nahi chala sakti, trains ki average speeds ghat rahi hain, tracks ki dubaai aur teen gunaai seemayein tasveer mein kami par hain, ghair-fayda mand branch lines tark kardi gayi hain [NG wale jo convert nahi huye] aur unke paas durghatnaon ka koi hal nahi hai.
