Out of the 80 lakh daily passengers, if railways insists only 22 lakh can travel, it is the duty of the state government to again regulate the number of people that can travel. Something which it has already been doing. For starters, they can allow all private company employees who have a company ID card. Then all those hawkers who are registered, and have valid cards. Unorganized sector workers, drivers of private vehicles etc, should be made to have some kind of work ID to avail of rail travel. As of now, students and majority of faculty are not traveling.
