No, not the first. Back in the days when DHN-HTE Passenger was introduced, it's RSA pair HTE-BQA Passenger used to run non-stop between HTE-MURI, skipping RNC. That was done to clear confusion among passengers as TB was same and departed hardly 20-25 mins apart. The RSA last served as DHN-RNC-GBA passenger before succumbing to DC closure.

Kyuki SV tak double line bhi hai. LR mein time waste hoga wo alag. SV wala route length bhi kam hi hoga.
Mashrakh wala line memu layak hi hai. Ye line lalu ka diya hua hai kya.

I had got an information few days back that there will be another train planned between Gujrat and Bokaro/Dhanbad apart from this Hatia-Surat Spl. But notification did not came till date on it. I don't know whether that information was correct cannot say anything. SER Bokaro was informed about the train earlier this month, but nothing happened till date.

it's not even touching Bengal, except some area between Muri and Bokaro. So no I don't think it's an election special
