possible reasons are
odd station of dep
odd dep time also , person whose office finish at 6 pm or 5 pm wont take it .
odd timing of arr ....
slower speed ( although thats not a big factor , since this will maintain punctuality but still )

jan shatabdi overtake cannot be avoided because jan shhatabdi always get highest priority equal to SHATABDI . this is just a SUPERFAST .
