Lekin Rly Ministry/ Rly board mein non IIT Engineers, and non technical officials/members bhi hote hain.
Generally, achche IITans/NITians PSU/ Govt organisations join karna pasand nahin karte kyon ki unhe sahi professional Mahaul/Mauke nahin milte. In organisations mein system theek se kaam nahin karta, aur aksar avg. lekin street smart engineer us se technically competent IITian ko outperform karta hai. Management cadre recruitment in IRlys is through Civil Services exam (all graduates including BA, BCom etc) and Engg Services exams (Engineering graduates) both being conducted by UPSC. (in addition some Engineers graduating from Jamalpur (Mechanical) Institute which probably have stopped or shall stop in a couple of years).

Tech vs Non tech. is a big issue in IR where technical lobby insists for recruiting technical graduates only in IR where as the non-technical lobby vehemently oppose this and insists on UPSC scrapping the IES exam altogether. There are a lot of vested interests involved and the matter is sensitive.

IR is primarily a technical organisation where about 90% of core-activity of jobs of technical nature covering a wide range of services involving Design/ construction/ operation/ maintenance of IR infrastructure like:
Permanent way (track/ bridges/ tunnels),
Buildings (Station/ Offices/ Residences/ Factories/ Workshops etc),
Trains (locos/ coaches/ wagons/ EMUs/ DMUs/ other mobile units),
signalling/ interlocking system,
IT infrastructure/Information System (Nationwide Computer Network, PCs, Servers, Software/ERP etc) etc.

After independence, the professionally qualified engineers were very much in shortage and hence non engg graduates were recruited for IR traffic services. But today, there is a glut of engineers/ engineering colleges in our nation. If IR can get good engineers from reputed engg. colleges like IITs, NITs etc (at same cost), there is no point in recruiting non-engg graduates for traffic services and many other functions (thru Civil Services Exam) which can be better handled by Engineers or mathematically qualifieds. In Private sector, Engg. graduates are offered much higher packages than Graduates like BA & BCom due to their better logical skills, versatility and Multi-skill capability (to perform well in technical as well non technical jobs), but in IR all graduates have same package.

Today IR is reeling under the burden of Pay/ Perks/ Pension which is currently about 70-75% of total revenue generation and as a result OR has gone above 110% which is alarming. In order to avoid financial bankruptcy, it is necessary for IR to go for revamp of its organisational structure to suit its internal working and today's external scenario. Multi skilling has to be resorted to on a large scale, which has been successfully employed by Govt owned Public Sector Units to survive the onslaught of efficient private sector & Multi National Companies in addition to cheap imports. Many PSUs have more than doubled the production with less than half the number of employees in last 2 decades mainly by resorting to multi skilling/ multi-tasking/ innovations/ adoption of new cost effective technologies/ delegating non-core activities to specialised organisations etc. and have drastically brought down their employee costs. Rlys too have to need to follow the same strategy.

Instead of going thru UPSC ICS/ IES, it should recruit Engineers of appropriate specialisation for the operation & maintenance of static & mobile infrastructure, specialised Post graduates from finance (ICWA, CA, MCom etc), Marketing (MBA) & personnel (MBA) for operation & maintenance through national competitive exam like front line Maharatna PSUs are doing. BA, BCom should not be recruited by IR for grade-1 posts, additional professional qualification should be made compulsory for them.
