The argument sounds good and valid point Pune Solapur occupancy never exceeds 400 even in weekends. Get max on Friday afternoon to Solapur and Monday morning to CSTM. Rest days 200-300 and completely dependent on Pune. 16 car should be replaced with 8 car to Solapur and another 8 car ftom Kolhapur or Latur with a gap of hour and not later. Latur dep should be advanced to reach in slot of present Solapur VB.
My opinion Kolhapur is better then Latur but in India politics play a pivotal role and destroy economics and IR is prominent in it.
