is a change of boarding point request usually granted? what are the risks?

for example, if the request has been granted 24 hours before departure at the new boarding point, can the TT from a previous station still allocate the berth to someone else when the train arrives there?

if charting is only done 24 hours before departure, what happens when you are on WL1, and a seat becomes available? does the seat get confirmed to you when it becomes available, or only 24 hours before the journey?
